7B ADULT SOCCER LEAGUE RULES
FACILITY USE, COMPLIANCE & ENFORCEMENT
(Applies to all teams, players, captains, spectators, children, and guests)
1. FACILITY COMPLIANCE STATEMENT (STRICT)
7B Soccer is granted access to facilities that operate under strict usage rules.
There is zero tolerance for non-compliance.
Failure to comply with facility rules jeopardizes league access and will result in immediate enforcement actions, including forfeits, fines, suspension, or removal from the league.
Intent, ignorance, or misunderstanding are not defenses.
2. ABSOLUTE PROHIBITIONS
2.1 NO PETS — NO EXCEPTIONS
- No pets of any kind are permitted anywhere on facility property.
- This includes:
- Dogs (leashed or unleashed)
- Emotional support animals
- Pets remaining in vehicles if prohibited by facility rules
Teams are responsible for full enforcement with their players, spectators, and families.
2.2 NO FOOD
- No food is permitted on or around:
- Playing fields
- Benches
- Technical areas
- Spectator areas
- Water only, in closed containers, is allowed unless otherwise posted by the facility.
3. FIELD SETUP, BREAKDOWN & CLEANUP
3.1 Mandatory, Joint Responsibility
Both teams are equally responsible for:
- Field setup before kickoff
- Field breakdown immediately following the match
This includes, but is not limited to:
- Goals
- Nets
- Corner flags
- Benches
- Any league or facility-provided equipment
Failure by one team does NOT excuse the other team.
3.2 Cleanup Requirement
- Both teams must fully clean:
- Benches
- Sidelines
- Spectator areas
- Teams are responsible for trash left by:
- Players
- Coaches
- Spectators
- Children
Standard: Leave the facility better than you found it.
4. TEAM RESPONSIBILITY & SUPERVISION
4.1 Full Accountability
Each team is fully responsible for the conduct of:
- Players
- Coaches
- Spectators
- Children
- Guests
4.2 Captain’s Responsibilities
The team captain is expected to speak for the team as a whole, and is the single point of accountability for the behavior of individual team members. If any member of the team does not support their captain in complying with league rules, including payment of penalties and fines, the player will be removed from the league.
4.2 Children
- Children must be actively supervised at all times while on the Field of Dreams soccer complex property.
- Children may NOT:
- Run onto the field
- Interfere with games or referees
- Climb on goals or equipment
4.3 Behavior Expectations
Teams must actively monitor and control:
- Noise levels
- Language
- Sideline behavior
- Interactions with referees and facility staff
5. REFEREE & FACILITY STAFF AUTHORITY
- Referees and facility staff have full authority to stop play for compliance issues.
- Failure to immediately comply may result in:
Match suspension- Match termination
- Removal from the facility
6. FACILITY COMPLIANCE PENALTIES & FINES
Violations trigger automatic penalties. Warnings are not required.
6.1 Facility Violations (Pets, Food, Cleanup, Supervision)

6.2 Failure to Assist with Setup / Breakdown
- $75 team fine per occurrence
- Repeat violations may escalate to suspension
6.3 Child or Spectator Misconduct
- $100 team fine
- Match may be terminated if behavior continues
6.4 Match Termination
If a match is terminated due to facility rule violations:
- Match is recorded as a forfeit (3–0)
- Fines still apply
7. FINAL NOTICE
Participation in the 7B Soccer League constitutes acknowledgment and acceptance of:
- Facility rules
- Enforcement policies
- Financial penalties
The 7B Soccer League Director’s decisions are final.
Player Registration and Verification
- All players must hold current Idaho State Soccer Association membership and be registered to play in the 7B Adult Soccer league. Player status for each player on the team will be verified by a league official prior to the game starting.
- If an unregistered player participates in the game in any way, the team will be subject to penalties. The team captain is responsible for ensuring that only registered, eligible players step onto the pitch.
- Registered players may guest play or substitute for another team in the league, as long as the purpose is need, not to gain advantage. Their status must be verified with a league official at the same time as the other players before the game. The league official has the right to disallow guest players for any reason.
- Each player must agree to the code of conduct during the registration process.
- All players must be at least 18 years old at the time that the season begins.
Game Play
Rules for game play will follow the current FIFA Laws of the Game,
available at https://www.theifab.com/laws-of-the-game-documents, except where modified below.
- The Players. A match is played by two teams, each with a maximum of eight players; one must be the goalkeeper. A match may not start or continue if either team has fewer than five players. If the minimum number of 5 people are not present by 5 minutes after the scheduled game time, the game will be a forfeit.
- Gender Balance. Teams should have at least 2 women on their rosters, and 2 women must be on the field at all times. In the event that a team is short on players, the maximum number of men on the field is 5. Note that eligible, registered players from another team in the league may guest play with approval from the league official.
- Player equipment. A player must not use equipment or wear anything that is dangerous. Players should wear the 7B reversible jersey – white for home, green for away. In the event that a player has forgotten to bring their jersey, they may wear a different shirt as long as the color matches the white or green of the jersey closely enough to avoid confusion. The keeper of each team must wear a jersey that is easily distinguished from the field player jerseys of either team. All players are required to wear shinguards. Turf shoes or cleats are allowed, following facility rules.
- Substitutions. The number of substitutions is unlimited. The referee may permit substitutions during a stop in game play.
- Fair play. If one team is ahead by 5 or more points, the leading team must play with one less player. Only a difference of 5 goals will be counted in the league standing.
- Slide tackling. Players must stay on their feet at all times. Sliding to play the ball will result in a direct free kick being awarded to the opposing team. The first offense in a game will be a warning, but the second offense in a game will result in a yellow card. An exception is made for goal keepers. Goal keepers may go to the ground to retrieve the ball in open play but may not slide feet first through another player.
- Level of force. When making a challenge, players must match physical contact to the level of the opposing player. Bigger or faster players should be mindful when charging or tackling to avoid injury. If a player uses their size or speed to intimidate another player and distract them from playing the ball, the referee will call a foul and an indirect free kick will be awarded.
- If the ball goes over the fence or into another field of play, play may continue with another ball, but the player that kicked it must leave the field until the ball has been retrieved.
- In the event of lightning play must be suspended until 30 minutes after the last sighting.
League Director Responsibilities
Verify player registration for both teams before every game
- Provide 2-3 game balls and collect them after games are finished for the night
- Work with team captains to maintain sportsmanship, comradery and goodwill throughout the venue
- Work with referees to enforce the facility policies and game play rules
Before Arrival
- ☐ Team informed: NO PETS / NO FOOD
- ☐ Players and spectators notified of facility rules
- ☐ Children supervision expectations communicated
Pre-Game
- ☐ Assist with field setup
- ☐ Confirm spectators are in permitted areas
- ☐ Address any compliance issues immediately
During Game
- ☐ Monitor sideline behavior and language
- ☐ Ensure children remain off field and equipment
- ☐ Address issues before officials intervene
Post-Game
- ☐ Assist with field breakdown
- ☐ Ensure full cleanup of benches and sidelines
- ☐ Verify spectators leave area clean
Failure to complete these responsibilities does not excuse violations.
FACILITY RULES — READ BEFORE ARRIVAL
These facilities operate under strict rules. Compliance is mandatory.
NO PETS
No dogs or animals of any kind.
No exceptions.
NO FOOD
No food at fields, benches, or spectator areas.
Water only.
FIELD RESPONSIBILITY
Both teams must:
- Help set up the field
- Help break down the field
- Clean up all trash
CHILD SUPERVISION
- Children must be supervised at all times
- No running onto fields
- No climbing on goals or equipment
RESPECT OFFICIALS & STAFF
- Follow referee and facility staff instructions immediately
- Misconduct may result in game termination
ZERO TOLERANCE
Violations may result in:
- Fines
- Match forfeits
- Removal from the league
